I took a piece of fabric and sewed it to the hula hoop and then at the bottom ran a hem.

Secure the top part of the chicken wire to the hula hoop so it stays stable, and create a couple of layers of chicken wire, so the structure will stay in the correct position. At this time, cut holes on either side of the tornado for the arms to come out. Now, add the stretchable spider web around the whole costume covering all the chicken wire.

Using wire cutters, cut your wire hanger in two. Bend each piece into a half-circle shape (it doesn't have to be perfect). These will help the tornado to look fuller on top, instead of keeping the straight up-and-down shape of the hamper. Attach the wire pieces to opposite sides of the hamper by duct taping the heck out of it.

Create tornado: Remove cage, twist 2 strips of tulle to create shoulder straps, and staple them across second ring of cage. Twist tulle then work your way down, wrapping and stapling as you go. Leave spaces for your child's face and arms. Add finishing touches: Use glue gun to attach dried leaves and sticks and mini cows and fences to tornado.
